The Afghans and their kinsmen. The Turkish Government, however, interferes in the doings of each of these two colonies over the head of its sheikh whenever it finds it necessary to do so. As Mekka is partly a town of foreigners, the whole many-tongued mass of humanity which we have now superficially passed in review feels itself there quite at home, but always as foreigners. Many foreigners, however, no longer belong to a foreign colony. Their inclination, business relations, or other causes have brought them into such close connexion with the Mekkan community properly socalled that they have gradually taken their place in it.
